How the Irish system works: the 2005 Act and the regulations under it, the Health and Safety Authority, the duties of employers and employees, the numbers, the training the system expects, and where it differs from the UK.
Irish health and safety is a system with four parts: one Act that sets the duties, a body of regulations that turns those duties into specific requirements, a regulator that inspects and prosecutes, and a layer of training and qualifications that makes compliance possible. People searching the phrase are usually trying to understand one part and keep running into the others. This guide sets out the whole system in order, cites the instruments that create it, and finishes with the training every Irish workplace needs and a short comparison with the UK for employers who work on both sides of the border.

Let's be honest with you. The internet is full of scam training websites and reviews no real customer wrote. That's why we do the opposite. Every review we have comes from a real person who took a real course with us. No fakes. No hidden feedback. They are all on Google Maps, where we can't edit or rewrite them. Be especially careful with scam websites showing reviews that appear to come from platforms such as Reviews.io. Reviews displayed on their own website may be fake, because the website owner can add, edit or fabricate them directly in the site code. Always verify the business on Google Maps instead. Today, we hold the No.1 spot across Ireland, with more real reviews than any other health and safety training company, built on 30 years of real work at honest prices. You don't have to take our word for it. Just tap the Verify us on Google button below and read every review. One last thing, friend to friend: scammers have recently created a website with a name very similar to ours. Our official name is Ireland Safety Training, while a website called "Ireland Safety Courses" has appeared in Google Ads. It is not affiliated with us in any way. Our lawyers are already collecting the necessary evidence and preparing legal proceedings. Until then, please stay careful and always verify who you are dealing with.

The Safety, Health and Welfare at Work Act 2005, which places the general duties on employers (Section 8), requires training (Section 10), a competent person (Section 18), a written risk assessment (Section 19) and a safety statement (Section 20), and makes directors and managers personally liable under Section 80.
The Health and Safety Authority, the State body established under Part 5 of the 2005 Act. Its inspectors can enter any workplace, examine, require records, issue improvement and prohibition notices and bring prosecutions.
The General Application Regulations 2007 (manual handling, display screen equipment, work equipment, PPE, work at height, noise, first aid and more), the Construction Regulations 2013, the Chemical Agents Regulations 2001, the Confined Spaces Regulations 2001, the Asbestos Regulations 2006 and the Reporting of Accidents and Dangerous Occurrences Regulations 2016.
Training for every employee at recruitment, on change of task and periodically under Section 10, plus the subjects the regulations name for the hazards present: manual handling, fire, display screen equipment, work at height, chemicals, first aid, food hygiene and the rest. Safe Pass is required on construction sites.
Different regulators (HSA, HSE, HSENI), different primary Acts (2005 Act, 1974 Act, 1978 Order), different reporting thresholds (three days in Ireland, seven under RIDDOR), different site cards (Safe Pass and CSCS) and different qualification frameworks (QQI and Ofqual). CPD certified awareness certificates are accepted in both.
No. The Health and Safety Authority is the State regulator. Irish Health and Safety is the name of an accredited training provider in the same network as this platform; the regulator never endorses or accredits providers.

The platform clearly tracks progress so everyone always knows how much of the course is complete and how close they are to their certificate. Some finish in one focused sitting of about 1-2 hours; others spread it across two or three relaxed sessions. Either way, the pace belongs to the learner.
Managers can assign the health & safety induction for employees to the whole company and trust that everyone can fit it around daily tasks without disrupting operations, which is exactly why Irish employers keep coming back to us year after year.
As soon as an employee passes the assessment, their digital health and safety certificate is generated instantly and ready to download or print. The certification is aligned with Irish legislation and industry standards, giving your team a recognised qualification accepted across Ireland, the UK and Europe.
Because every certificate is stored securely in each account, staff can re-download proof of training anytime, during an audit, an inspection or a role change. Every certificate carries a unique verification code so HSA inspectors, insurers and auditors can confirm it is authentic in seconds.
For your business, that means a complete, verifiable training record for every single employee, available at the exact moment an inspector asks for it.
Every module of our health & safety induction for employees is written by licensed, Chartered (CMIOSH) health and safety consultants with NFQ Level 6 and QQI Level 6 qualifications and years of front line experience in Irish workplaces. Your team is not learning from a random voiceover; they are learning from some of the most qualified safety professionals in the country.
The employee safety training blends clear theory, HD video, real life case studies and interactive quizzes. Staff learn to spot the hazards they actually walk past every day, understand why risk assessments exist, know what to do when the fire alarm sounds and protect their backs when lifting. Real Irish examples make every lesson memorable and practical.
The content is reviewed regularly against the latest Irish and European legislation and HSA guidance, so the workplace safety course your team takes today always reflects current best practice.
With Ireland Safety Training your team receives 24/7 access to the health & safety induction for employees, so learning is always available when they are ready. Staff complete their safety training during quiet periods on shift, from home in the evening or on the weekend, whatever suits each schedule best.
The learning platform automatically saves progress, meaning anyone can log in from any device and continue exactly where they left off. Workers on nights, weekends or remote sites get the same premium experience as everyone else, every day of the year.
Employees can also revisit modules anytime, so a quick refresher on fire response or hazard reporting is always one tap away, turning the course into a living safety resource for your whole organisation.

How the Irish system works: the 2005 Act and the regulations under it, the Health and Safety Authority, the duties of employers and employees, the numbers, the training the system expects, and where it differs from the UK.
Everything in Irish health and safety hangs from the Safety, Health and Welfare at Work Act 2005, which replaced the 1989 Act and applies to every employer, employee and self employed person in every place of work in the State. Its architecture is simple: Section 8 places the general duty on the employer to ensure safety, health and welfare so far as is reasonably practicable; Sections 9 and 10 require information, instruction, training and supervision; Section 13 places duties on employees; Section 18 requires a competent person; Section 19 the written risk assessment; Section 20 the safety statement; Sections 25 and 26 consultation and the safety representative; Section 80 makes directors and managers personally liable where an offence is committed through their consent, connivance or neglect; and Section 78 sets the penalties, up to three million euro and two years' imprisonment on indictment.
The Act says "safe"; the regulations say how. The General Application Regulations 2007 are the largest: workplace, work equipment, personal protective equipment, manual handling, display screen equipment, electricity, work at height, noise and vibration, pregnant and young workers, safety signs and first aid, each in its own part or chapter. Around them sit the Construction Regulations 2013 (project supervisors, Safe Pass, site rules), the Chemical Agents Regulations 2001, the Confined Spaces Regulations 2001, the Exposure to Asbestos Regulations 2006, the Biological Agents Regulations 2013 and the Reporting of Accidents and Dangerous Occurrences Regulations 2016. Codes of practice published by the Authority explain how to comply and are admissible in court, and small employers in sectors with a code may use it in place of a bespoke safety statement under Section 20.
The Health and Safety Authority is the State body, established under Part 5 of the Act, that administers and enforces workplace health and safety in Ireland. Its inspectors have the powers in Section 64 to enter any workplace, examine, take samples, require records and question people, and the enforcement ladder runs from advice and improvement directions through improvement notices (Section 66) and prohibition notices (Section 67) to prosecution. The Authority carries out in the region of ten thousand inspections and investigations a year, with programmes concentrated on agriculture, construction, manufacturing and healthcare, and it publishes the guidance, codes of practice and statistics the rest of the system relies on. Other regulators hold the edges: local fire authorities under the Fire Services Acts, the national food safety authority for food hygiene, the Road Safety Authority for driving for work, the Environmental Protection Agency for emissions.
| Who | Duty | Section or instrument | The proof an inspector asks for |
|---|---|---|---|
| Employer | Safe place, plant, systems, training, PPE, emergency plans, competent person | Sections 8, 10, 11, 18 | Safety statement, training records, equipment certificates, emergency plan |
| Employer | Identify hazards, assess risks in writing, keep a safety statement | Sections 19 and 20 | The risk assessment and the statement, reviewed at least yearly |
| Employer | Consult employees, facilitate a safety representative | Sections 25 and 26 | Minutes, representations and answers |
| Employer | Report fatal accidents at once and injuries causing more than three days' absence within ten working days | 2016 Reporting Regulations | IR1 and IR3 forms on file |
| Employee | Take reasonable care, cooperate, attend training, use PPE, report defects, not be under the influence of an intoxicant | Section 13 | Signed induction, attendance, incident reports |
| Director or manager | Answer personally where neglect contributed to an offence | Section 80 | Board minutes, management training, the decisions taken |
The employer duties guide and the employee duties guide set out each one in detail.
The Authority's annual statistics put work related deaths in Ireland between the high twenties and the mid fifties a year over the last decade, with agriculture the deadliest sector by a distance despite employing a small share of the workforce and construction second. Employers report around eight to nine thousand non fatal injuries a year, and because only absences of more than three days are reportable the true figure is several times higher. Manual handling causes roughly a third of reported injuries, slips, trips and falls about a fifth, and falls from height a large share of the serious ones. The statistics guide breaks the figures down by sector and cause; the point for this page is that every one of those categories has a regulation and a course behind it.
Section 10 requires training for every employee at recruitment, on change of task and periodically, and the regulations name the subjects. In practice an Irish workplace runs on an accredited induction for everyone, manual handling for anyone who lifts, fire safety and fire wardens for every building, display screen equipment for offices, and the hazard specific courses the risk assessment names, from working at heights and COSHH to HACCP. Above that sit the cards and qualifications: Safe Pass and CSCS from SOLAS for construction, QQI awards on the National Framework of Qualifications for coordinators and officers, and the diplomas and degrees the occupational health and safety courses guide maps.
Employers who work on both sides of the border meet two systems that look alike and differ in detail. Ireland's regulator is the HSA, Great Britain's is the HSE and Northern Ireland's is HSENI. Ireland's primary law is the 2005 Act, Britain's the Health and Safety at Work etc. Act 1974 and Northern Ireland's the 1978 Order. Irish reporting starts at more than three days' absence; RIDDOR in Britain reports injuries over seven days. Site access needs Safe Pass in Ireland and a CSCS card in Britain, and neither is accepted on the other's sites. Irish qualifications sit on the QQI framework, British ones on the Ofqual framework, and the professional bodies (IOSH, NEBOSH) span both. Awareness certificates that are CPD certified travel well in both directions; cards and responder qualifications do not.
The 2005 Act sets the duties; the 2007 General Application Regulations and a dozen others make them specific.
Section 64 powers, improvement and prohibition notices, prosecution, around ten thousand inspections a year.
Section 10 for everyone, the regulations by hazard, cards and qualifications above them.
The accredited Health and Safety Course is where Irish health and safety starts for every employee: the Section 10 induction, online in about an hour, CPD certified, with a verifiable certificate the moment you pass; every other course the system expects is one click away.
