Step three: evaluate the risks by weighing likelihood against severity and decide on control measures using the hierarchy of control. Step four: record the significant findings, which in Ireland means writing them into the risk assessment and reflecting them in the Safety Statement. Step five: review and update the assessment regularly, and immediately after an accident, an incident or any significant change. The course dedicates full modules to carrying out the steps and to the review process, so you finish able to complete a suitable and sufficient assessment for your own premises.

The hierarchy of control is the order in which control measures must be considered, from the most effective to the least. Elimination removes the hazard completely, like cleaning windows from ground level with an extendable pole instead of a ladder. Substitution swaps a dangerous process or substance for a safer one. Engineering controls, such as machine guards and ventilation, isolate people from the hazard. Administrative controls, such as safe systems of work, training, signage and maintenance schedules, change how people work. Personal protective equipment comes last and only ever as a final layer, never a first answer. Module four of the course, including a dedicated video lesson, teaches you to apply the hierarchy in the right order, which is precisely what inspectors look for in your written assessments.

The Safety Statement is the written programme, required by Section 20 of the Safety, Health and Welfare at Work Act 2005, that sets out how safety, health and welfare are managed in your business. Your risk assessments are its foundation: Section 19 requires every employer to identify hazards and assess risks in writing, and those assessments must be reflected in the Safety Statement, kept available to staff and produced for an HSA inspector on request.
