The names and job titles of the people responsible for performing the tasks in the statement. The arrangements for consultation and the names of safety representatives. The statement must be in a form, manner and language understood by the employees.
The statement is built on the risk assessment: walk the workplace, list the hazards, judge the risk of each, decide the controls, record it. Specific assessments feed in: manual handling, display screen equipment, chemical agents, noise, work at height, fire, pregnant employees, young workers, lone working. The statement then says who does what to make the controls happen.
An employer with three or fewer employees can meet Section 20 by observing the terms of a code of practice published by the HSA for their class of work, where one exists, for example for farming, construction contractors or small retail. Many small employers still write a short statement because customers and insurers ask for it.
The statement must be brought to the attention of employees at least once a year and after every change, and to other people at the workplace who may be affected. It must be reviewed when there is a significant change, when there is reason to believe it is no longer valid, and when an inspector directs. A statement written once and filed is not compliance.
