Hot water stored in calorifiers and cylinders at 60 degrees Celsius or above and reaching every outlet at 50 degrees or above within one minute of running. Cold water stored and distributed below 20 degrees, reaching outlets within two minutes. Where thermostatic mixing valves blend water to prevent scalding, they are fitted as close to the outlet as possible and the pipework upstream stays at the control temperatures. Monthly checks at sentinel outlets, the nearest and farthest from the source, and a rotating sample of the rest, recorded with the date and the reading.
Flush little used outlets weekly for several minutes until the temperature stabilises, with the water running directly to the drain to limit aerosol. Remove dead legs and redundant pipework rather than isolating them. Size cold water tanks so the water turns over within about 24 hours and consider removing tanks where mains pressure allows. Bring empty buildings and seasonal facilities back into use with a full flush, temperature check and, where the assessment requires, disinfection.
Clean, descale and disinfect shower heads and hoses at least quarterly. Inspect cold water tanks at least annually for sediment, scale, corrosion and biofilm, keep lids fitted and insect screens intact, and clean and disinfect when needed. Inspect and drain calorifiers annually to remove sludge. Treat cooling towers and evaporative condensers with a biocide programme, clean and disinfect them at least twice a year and monitor the water chemistry; they are the highest risk systems and the source of the largest outbreaks.
Temperature monitoring is the primary check. Sampling for Legionella is used where the assessment identifies a need, for example in healthcare, where temperatures cannot be maintained, or after remedial work, and results are interpreted with the HPSC action levels. Records of every check, task, result and corrective action are kept in the logbook, reviewed by the responsible person and available to inspectors. Staff who carry out the tasks are trained and their training is recorded too.
