A food allergy is an immune response. The body produces antibodies against a specific food protein, and the next contact releases histamine and other chemicals that cause the symptoms. Reactions can start within minutes.
A food intolerance does not involve the immune system. Lactose intolerance, for example, is a shortage of the enzyme that digests milk sugar. It is uncomfortable but not life threatening. Coeliac disease is different again: an autoimmune condition triggered by gluten. Food law groups all three together because the customer needs the same thing in each case, accurate information about what is in the food.
EU food law lists 14 substances that must always be declared when they are used as an ingredient or processing aid: cereals containing gluten, crustaceans, eggs, fish, peanuts, soybeans, milk, nuts, celery, mustard, sesame seeds, sulphur dioxide and sulphites above 10 mg per kg or litre, lupin and molluscs. These are the allergens responsible for the great majority of serious reactions in Europe.
The list is not a list of every food that can cause an allergy. Kiwi, for example, causes allergies but is not on the list. The 14 are the substances the law requires you to declare; good practice is to answer honestly about anything else a customer asks about.
