List every hazardous substance used, stored or generated: purchased products, but also process emissions such as welding fume, wood dust, silica dust from cutting concrete, exhaust fumes, flour dust and cleaning residues. Get a current SDS for each purchased product. Remove anything no longer used.
From Section 2 of the SDS, note the classification and the hazard statements. Decide the routes of exposure for the task: inhalation of vapour, mist or dust; skin contact and absorption; eye contact; ingestion; injection through cuts. Note who is exposed, how much is used, how often, for how long, in what space, and whether anyone is particularly vulnerable: young workers, pregnant employees, people with asthma or skin conditions.
Can the substance be eliminated or the task changed? Can a less hazardous product do the job, a water based paint for a solvent based one, a pellet for a powder? If not, control exposure: enclosure or local exhaust ventilation, wet methods for dust, smaller quantities, closed transfer systems, good general ventilation, limiting the number of people and the time exposed, hygiene facilities and a ban on eating and drinking in the area. PPE, gloves to EN 374, eye protection, respiratory protection with fit testing, comes last and in addition.
Compare the substance against the occupational exposure limit values in the HSA Code of Practice for the Chemical Agents Regulations. Where exposure could approach the limit, arrange air monitoring. Provide health surveillance where the regulations require it or where the substance causes an identifiable disease, for example skin checks for sensitisers and lung function tests for respiratory sensitisers such as isocyanates and flour dust.
Record the substance, the task, the hazards, who is exposed, the controls, the PPE, the emergency measures from SDS sections 4 to 6, the storage requirements and the review date. Train the employees on the assessment and the SDS, and keep the record with the safety statement. Review yearly, when a product or process changes, and after any incident or health complaint.
