Lower exposure action value: a daily or weekly personal noise exposure of 80 dB(A) and a peak sound pressure of 135 dB(C). Upper exposure action value: 85 dB(A) and a peak of 137 dB(C). Exposure limit value: 87 dB(A) and a peak of 140 dB(C), and this is the only one of the three that takes account of the attenuation provided by hearing protection. Daily exposure is averaged over an eight hour working day; where noise varies widely from day to day, a weekly average may be used.
Once exposure reaches the lower action value, the employer must assess the noise, provide information and training on the risks, the results of the assessment, how to use hearing protection and how to detect and report hearing damage, and make hearing protection available to any employee who wants it. Employees who request it are entitled to a hearing check.
At the upper action value the employer must establish and implement a programme of technical and organisational measures to reduce exposure, mark hearing protection zones with signs and restrict access, ensure hearing protection is worn, and provide health surveillance including audiometric testing. The reduction programme comes first: quieter equipment, enclosures, damping, maintenance, distance and limiting time exposed. Hearing protection is the last resort while the programme takes effect.
The exposure limit value must not be exceeded, measured at the ear inside the hearing protection. If it is, the employer must immediately reduce exposure below the limit, identify why it was exceeded and change the measures to stop it happening again.
The noise risk assessment is carried out by a competent person using measurement where needed, considers the level, type and duration of exposure, the effects on employees at particular risk, interaction with vibration and ototoxic substances, and the availability of quieter equipment. Records of the assessment, the reduction programme and health surveillance are kept, and employees are consulted.
Lower action value: assess, inform, train, make hearing protection available.
Upper action value: reduce exposure, protection zones, mandatory protection, audiometry.
